Why did the economy boom in the 1980s, especially in the US?

Conservatives point to tax cuts, but could it have more to do with the Federal Reserve finally lowering interest rates again after having them at 21% to put the brakes on Inflation? Or perhaps the drop in the price of Oil or even the "Military Keynesianism" of Reagan's Cold War Defense spending?
