Why all the right wing squawking about Obama being sued under the War Powers Act, when Reagan was sued 4 times?

Because they want to make enough noise to keep you from noticing that the law was unConstitutional when passed and still is today. Nowhere does the Constitution permit Congress to have any involvement in military activity except in the power to declare war. It does not say that Congress can micromanage small actions just because they don't like them.
