In Hebrew, what does it mean when the word is a "properly passive participle" ?

I'm researching a verse in the Bible. The word is "youth" and I wanted to know if that phrase "properly passive participle" denotes anything about the past or present tense? I'm not sure what "properly" is supposed to mean . . .
