How is it not equally as bad or significant to claim invalid racism then to be an actually racist?

As in the case of Donald Trump as as he has been accused in the past of racism; I have a theory that if someone is truly a racist they likely will come out and say I am a racist and so forth and I don't think Trump asking for Obamas birth certificate denotes actual racist views by Trump and people said McCain was born in Panama and I don't remember such as public outcry!
