Does Reagan still hold the record for increasing our debt by 23% yearly on average?

I saw Reagan take a military that would have lost a war with the Soviets and build them into a modern fighting force to be reckon with. That was why his debt was so high, maybe if opeanut head had done his freaking job, Reagan wouldn't have needed to spend so much.
